This week: China's trade surplus sprinted toward $1 trillion with a 20-month high, transpacific container rates stayed near 2022 highs while carriers blanked 93,700 TEU doubting the rally, Beijing logged 4.5% Q3 growth on a 5.5% jump in industrial output, Acer warned PC prices could climb up to 20% on memory costs, and Ethiopia became the latest African central bank to join the PAPSS payment network.
Trade Policy & Tariffs
Canada Customs Issues Penalties for Vague Cargo Descriptions
The Canada Border Services Agency (CBSA) has begun issuing Administrative Monetary Penalty System (AMPS) penalties for vague or inadequate product descriptions in shipment reporting. Traders shipping to Canada by truck or any other international mode are advised to clean up generic descriptions before freight is dispatched — the penalty comes on top of the usual border delays.
Vague cargo descriptions can put your shipments at risk of AMPS penalties and border delays. Review your current documentation and update generic descriptions before your next shipment.
- China's Trade Surplus Nears $1 Trillion as Exports Surge
September exports jumped 36.3% year on year while imports climbed 31.0% to roughly $291 billion, pushing the monthly trade gap to $133.53 billion — the widest in 20 months. The January–September accumulated surplus now stands at $938.11 billion. The trade map keeps shifting under tariff pressure: the US accounted for just 10.3% of China's exports in the first nine months, down from 19.2% in 2018, with ASEAN now China's biggest export destination.

Supply Chain & Logistics
- Trans-Pacific Rates Mixed as Peak Season Winds Down
Container rates are diverging across US coasts: West Coast prices hold between $7,475 and $8,300 per FEU while East Coast rates sit between $9,600 and $11,300 per FEU, both near their highest levels since mid-2022. Drewry logged a 3% rise from Shanghai to Los Angeles against a 1% dip to New York, and expects calmer moves ahead as carriers manage capacity through blank sailings. Buyers should note the NRF projects November container arrivals to fall 11% month on month — an early sign the market tilts toward shipper-friendly pricing after Golden Week.
- Carriers Blanked 93,700 TEU on Trans-Pacific Lanes in One Week
Ocean analytics firm Xeneta counted 58,200 TEU blanked on the Far East–US West Coast trade plus 35,500 TEU on Far East–US East Coast in a single week. Xeneta's Emily Stausboll reads the actions as carriers hedging their own rally: US spot rates remain up triple-digit percentages versus pre-Hormuz-crisis levels in February, when carriers would normally add capacity instead of pulling it.
Factory & Manufacturing
- China's Q3 GDP Accelerates to 4.5%, Industrial Output Jumps 5.5%
Growth picked up from a three-year low of 4.3% in the second quarter as AI-driven export demand offsets weak domestic demand. September industrial output rose 5.5% year on year and retail sales eked out 1.1%, while fixed-asset investment fell 7.2% over the first nine months — a reminder that factory strength, not property, is carrying the economy.

Industry Trends
- Acer Chairman Jason Chen: PC Prices to Climb Another 5–20% in Q4
Memory and SSD cost pressure keeps squeezing OEMs despite improving component supply, Chen told Taiwan's Economic Daily News. Average selling prices are expected to peak around mid-2027, with relief possible by late 2027 as expanding Chinese memory makers such as CXMT and YMTC add capacity.

- US Import Prices Jump 8.1% Year on Year, Largest Gain Since July 2022
U.S. import prices rose 1.1% in September, taking the annual increase to 8.1% — the largest since July 2022 — driven by higher fuel and nonfuel import prices, while U.S. export prices rose 2.2% on the month. American manufacturing output, meanwhile, ticked up 0.3% after a 0.2% August dip, with capacity utilization at 75.9%. Rising landed costs on the destination side now add pressure alongside sourcing-side component inflation.
Payments & Trade Finance

The National Bank of Ethiopia officially joined the Pan-African Payment and Settlement System on October 15, letting Ethiopian financial institutions settle cross-border payments across Africa in local currencies. - Circle's H1 Ledger: $819M of $1.4B Revenue Goes to Distribution Partners
Circle disclosed that 59% of its roughly $1.4 billion in H1 2026 revenue flowed to USDC distribution partners and transaction costs — more than 150 partners by its own count — while it settled over $36 trillion in on-chain volume and minted/redeemed some $315 billion. For cross-border sellers weighing stablecoin payouts, the distribution-heavy split shows the costs you are routing around are now priced in.
